Here is a badge that was created in 1980 for the World of PEOPLE with a
Blue Border and a GREEN back
.
The green back badges were available only to Juniors to earn.  This design was discontinued in 1990.  Now, 30 years later, you could create your own requirements.  This lends itself to USA Service, USA Government, USA Pride, USA History, and so forth.
